Good question. I think it is based on the belief that black and Hispanic people feel more connected with the ideas of the Democratic Party founded, as compared to the possibilities.

They are elected in their districts and states will therefore try to find the answer to hundreds of candidatres and many elections in many states. Apart from Black Hand picked select why so few Democrats?

This is a simple answer. Blacks and Hispanics are almost 85% or more of the Democrats.
